It is propaganda because it influences the Confederate citizens to join the army. By it saying "your country calls! Shall we wait until our homes are laid desolate; until sword and rape shall have visited them? NEVER! Then TO ARMS!" it shows that it is using persuasion to get more troops. It makes the Confederate troops think that if they don't act then their lives will get taken over by the enemy.
